What is the purpose of the Transportation Safety Plan?

Downtown's Central Business District (CBD) will be closed to most vehicular traffic during the G-20 Summit in order to keep traffic flowing throughout the City and region and to ensure that residents, employees, businesses, and visitors are kept safe.

Since the international summit was declared a National Special Security Event, several subcommittees with representatives from local, state, and federal law enforcement agencies have been meeting regularly to plan for a safe event. As part of this structure, a traffic subcommittee consisting of PennDOT traffic planners and engineers, Port Authority transit experts, and members of law enforcement has worked together to develop this comprehensive plan.

The Plan was designed to balance the following objectives: support public safety personnel's ability to respond to any needs within the City; support the needs of CBD businesses, residents, and hotel visitors; secure highways and traffic-ways to provide secure travel for motorcades; ensure the flow of the interstate highway system; provide traffic control at the perimeter of the CBD to support vehicle flow around the closure; and assist with the flow of the interstate highway system.

Why is this plan necessary?

Once the Secret Service designated their security perimeter, which is a total vehicle restriction, safety and transportation officials had to figure out a way to keep traffic flowing around that area. Officials quickly realized that if they kept Downtown streets open around that area that most exiting vehicles would have to pass through one intersection: 7th Avenue and Grant Street. Within minutes, this intersection would back up and traffic would bottleneck at interstate ramps, bridges, and tunnels.

This traffic restriction is necessary to make sure that public safety officials can mobilize resources throughout the region.

It also accommodates the needs of Central Business District (CBD) businesses, residents, and hotel visitors, while securing highways and traffic-ways for motorcade travel. It also ensures the flow of the interstate highway system and provides traffic control around the perimeter of the CBD to support vehicle flow around the closure.

What is the difference between Downtown's limited traffic restriction perimeter and the Secret Service security perimeter?
The Secret Service security perimeter is a secure perimeter, meaning that individuals wishing to enter it will have to pass through a magnetometer. The traffic perimeter applies to vehicular traffic only, meaning that police officers at the three designated entry points will verify which vehicles are permitted to enter Downtown, using protocol and good judgment. There will be no searches conducted at the entry points, and bicycle and pedestrian traffic can freely enter and exit Downtown.
Will I have to be in a special database to get into the United States Secret Service perimeter?

No.

Will Downtown residents be able to park their vehicle Downtown?
The Secret Service and Pittsburgh Police are contacting residents who reside within the security perimeter. Residents located within the traffic perimeter will not be affected. Downtown residents may exit Downtown at any traffic closure point but to return by vehicle they must enter through one of the designated entry points. Will people have free movement Downtown?
Yes, Downtown will be accessible to everybody, and anybody can leave through any exit. However, if returning by vehicle, residents must come through one of the designated entry points. There will be no restrictions on pedestrians or cyclists. No vehicles will be permitted to drive in the Downtown area except to exit and return to the place of residence.
When can I expect the disruptions?
Restrictions to the downtown area will begin Thursday Sept. 24, at 12:01 a.m. through Friday evening, Sept. 25.
What if I live Downtown but lack an ID/Driver's License with a Downtown address?
Please contact the Department of Public Safety so that arrangements can be made.
Will I be able to have deliveries made to by business?
Yes, commercial deliveries will be permitted from 5:00a.m. to 7:00a.m. via the designated entry points, and the Pittsburgh Police will be as accommodating to businesses as possible.
Will people be able to come and go as they please?
Yes, pedestrian and bicycle traffic is permitted anywhere in the Downtown area. If you would like to enter a place of business within the Secret Service perimeter, you will need to pass through an access point.
Must all commercial deliveries be made between 5:00 a.m. and 7:00 a.m.?
Yes, all commercial deliveries must be made between 5:00 a.m. and 7:00 a.m. However, if all deliveries are not completed at this time, or if emergency services or repair equipment must be delivered, this will be permitted on a case-by-case basis.
Will Downtown parking garages still be open to employees/lessees?
Downtown Pittsburgh Parking Authority lots will be closed during the summit. Residents who park in private lots should contact their resident manager or parking lot operator.
How will neighborhoods outside of Downtown be impacted?
Traffic disruptions can be expected in all areas of the City. Public safety officials are prepared to respond to safety concerns Downtown and throughout all City neighborhoods.
What is the protocol at each entry point?
Pittsburgh Police Officers will be located at each entry point to control vehicular traffic. They will verify that each vehicle attempting to enter the Central Business District is permitted to be there. There are several posted detours outside of these entry points so that only permitted vehicles reach the entry point. Police officers will not be conducting vehicle searches, and they will not prohibit pedestrians or bicycle traffic from entering the CBD.
What vehicles will be permitted? View permitted vehicles
Vehicles of downtown residents, Port Authority buses and marked Port Authority support vehicles, ACCESS vehicles, commercial deliveries at limited hours, US Postal Service vehicles, armored vehicles for pick-up or delivery at Downtown businesses, medical supply vehicles, Downtown hotel shuttles, taxi cabs, and Zip cars will all be permitted in the Central Business District.
Will there be disruptions in the Port Authority Bus and Light Rail transportation in the Downtown area? If so how will the public be notified?
There will be traffic inconveniences and buses will be re-routed. The Port Authority route changes are available here. Riders are encouraged to sign up for Port Authority alerts.
Will the airport be open?
Yes, the Greater Pittsburgh International Airport will be open. It is encouraged that you find an alternate route aside from the Parkway West if your travel time should coincide with the arrival and departure times of our visiting dignitaries. Will any of the interstates be closed during G-20?
The Parkway West will incur delays and rolling closures will occur to escort dignitary motorcades.
Will there be Greyhound Bus Service since the terminal is inside the designated restricted area?
Greyhound is planning to move its operations from its Downtown station to McKeesport during the week of the G-20. Information of this temporary closure can be found at www.greyhound.com.
Will there be Amtrak Service since the terminal is inside the United States Secret Service perimeter?
Please refer to www.amtrak.com for information.
Where is the secure Secret Service perimeter located, and when will it be established?
A map of the Secret Service perimeter can be found here. The secure perimeter will be established at approximately 8:00 p.m. on Wednesday, Sept. 23rd.
