Permitted Vehicles Entry Procedures

The Downtown Central Business District (CBD) will be closed to most vehicular traffic beginning Wednesday, September 23rd at 12 midnight. It is the City's goal to re-open Downtown to all vehicles as soon as possible on the evening of Friday, September 25.

In order to accommodate Downtown residents, employees, businesses, and visitors, Pittsburgh Police have permitted the following vehicles to enter the CBD at one of three designated locations: Smithfield Street Bridge at West Carson Street; Fifth Avenue at Ross Street; and Roberto Clemente Bridge at Isabella Street. Such vehicles can exit Downtown at any location outside the Secret Service’s security perimeter.

Permitted Vehicles
  • Vehicles of Downtown Residents
    • Residents must present their driver’s license which must indicate their Downtown address. They do not need to provide vehicle registration. If you do not have a Downtown address, please contact the Department of Public Safety and arrangements will be made.
    • Motorcycle riders will have the same requirements as cars.
    • Guests of residents will not be permitted to drive their vehicle across the entry points.
    • If you are a Downtown resident located within the Secret Service’s security perimeter, you will be unable to access parking within the area. Pittsburgh Police will work with residents to find alternate Downtown parking. Contact resource
  • Port Authority Buses and Marked Port Authority Support Vehicles
    • Port Authority buses will drop-off, transfer, and pick-up customers at certain locations Downtown.
  • ACCESS vehicles
    • Service will be available during the Summit at no change in hours, but officials recommend that any trips to Downtown be rescheduled if possible. The Downtown offices will be closed Sept. 23-25 but the ACCESS phone line will remain open, (412) 562-5353 or TDD relay 1-800-654-5984.
  • Commercial Deliveries at Limited Hours
    • Drivers must present their manifest or bill with a delivery to a Downtown address.
    • Tractor Trailer deliveries must be made between the hours of 5 a.m. and 6 a.m.
    • All other commercial deliveries must be made between 5 a.m. and 7 a.m.
    • No exceptions will be made beyond these hours.
  • United States Postal Service
    • Driver and occupant must show Postal Identification.
  • FED EX Marked Vehicles
    • No restriction on access hours
    • Driver and occupants must show company ID. There may be up to three employees in vehicle.
  • UPS Marked Vehicles
    • No restriction on access hours
    • Driver and occupants must show company ID. There may be up to three employees in vehicle.
  • Armored Vehicles for Pick up or Delivery at Downtown Businesses
    • No restriction on access hours
    • Drivers must present their manifest or bill with a delivery to a downtown address to enter during the permitted times.
  • Medical Supply Delivery Vehicles
    • No restriction on access hours
    • Drivers must present their manifest or bill with a delivery to a Downtown address.
  • Downtown Hotel Shuttles
    • No restriction on access hours
  • Taxi Cabs
    • No restriction on access hours
    • Taxi cabs will be able to drop-off and pick-up customers within the traffic perimeter. They will then have to proceed to one of three taxi stands for their next fare:
      • Liberty Avenue at Commonwealth Plaza
      • Wood Street from Forbes Avenue to Oliver Plaza
      • 600 Liberty Avenue
  • Zip Car
    • No restriction on access hours
